Shopping ad at PhilGEPS

Ask ko lang po, if ano minimum/maximum days sa closing date ng shopping that will be posted at PhilGEPS Smile ?

You must be referring to shopping for regular or ordinary office supplies which are certified to be unavalable by the PS-DBM.(Shopping under 52.1b). Under Procedural Guidelines (d) of GPPB Resolution 09-2009, Request for Quotations for the above items shall be posted for a period of seven (7) calendar days in the Philippine Governmet Electronic Procurement System (Phil-GEPS) website, website of the propcuring agency, if any, and any conspicous places reserved for this purpose in the premises of the procuring agency. In short, their is no minimum number of days for posting. Your post at the Phil-GEPS will automatically closed on the seventh day. I hope I have made myself clear. You may download GPPB Resolution No. 09-200 for reference.

For the alternative methods, there are no set maximum or minimum. Just give those interested to submit quotations enough time to submit their quotations, say 15 c.d. If after the deadline for submission no quotation has yet been received, you may extend the deadline for a few more days.

For Shopping, GPPB Res. 09-2009 has this to say:
1. The RFQ should be posted in the philGEPS aside from the web site of the PE and three (3) conspicuous area. This simply means that if your post became active on say, September 1, 2010, it will close on the seventh day of September. So that, the bidder should submit its bid/quotation through the RFQ, before the closing date. Now, if after the closing date, no responses to the RFQ has been received, the same GPPB Resolution states that: The deadline for submission may be extended if none or less than the required number of quotations has been received. Extensions of deadline shall be posted in accord with subparagraph 3(d). What does Subparagraph 3(d) says? It says that "RFQ should be posted in the PhilGEPS for seven (7) calendar days and in the website of the PE and posted also in three (3) conspicuous places in the premises of the PE.So that as Sir RDV has posted,walang set minimum or maximum day.

You take hold of a copy of the latest edition of the GPRA and treat it as your procurement bible. It pays to read and you keep tuned to the forum, as you can learn a lot.

There is none in the guidelines, particularly Section 3(d) that speaks of three (3) conspicuous areas/places:
RFQs shall also be posted for a period of seven (7) calendar days in

conspicuous place reserved for this purpose in the premises of the
procuring entity

I acknowledge the correction of Sir Engrjhez. The GPPB Resolution 09-2009 does not speak of three (3) conspicuous places. It is requiring for just a single place. But in our office nakasanayan ko na na magpost sa tatlong area. One in the property office, the other at the lobby of our Administrative Services division and another at the Conference Hall but again, I acknowledge the correction of Sir engrjhez. Good afternoon! Related to the original question, ask ko lang po. Bakit merong nakakapagpost sa PhilGEPS ng shopping for less than 7 calendar days? Ibig po bang sabihin allowed na less than 7 calendar days ang posting pag Shopping and SVP?

RESOLUTION NO. 09-2009

RFQs shall also be posted for a period of seven (7) calendar days in
the Philippine Government Electronic Procurement System (PhilG-EPS)
website, website of the procuring entity, if available, and at any
conspicuous place reserved for this purpose in the premises of the
procuring entity. However, in the following instances, this posting
requirement shall not be applicable:
i. When there is an unforeseen contingency requiring immediate
purchase under Section 52.1(a) of the IRR; or
ii. RFQs with ABCs equal to Fifty Thousand Pesos (Php 50,000.00)
and below.

IRR of RA 9184.

54.2. For alternative methods of procurement, advertisement and posting as prescribed in Section 21.2.1 of this IRR may be dispensed with: Provided, however, That the BAC, through its Secretariat, shall post the invitation or request for submission of price quotations for Shopping under Sections 52.1 (b) and Negotiated Procurement under Sections 53.1 (two-failed biddings), 53.9 (small value procurement); and 53.11 (NGO Participation)57 of this IRR in the PhilGEPS website, the website of the procuring entity concerned, if available, and at any conspicuous place reserved for this purpose in the premises of the procuring entity for a period of seven (7) calendar days.(a)

Thank you Ma'am Regina for the response. However, there are PhilGEPS postings that last for less than 7 calendar days. Ang tanong ko po ay kung walang control mechanism ang PhilGEPS para ipagbawal ang pagpopost ng less than 7 calendar days. I mean, kung halimbawa po, ako ang magpopost ng notice for a procurement requirement worth P100,000. Will the PhilGEPS system allow me to post it for less than 7 calendar days?

Hi!

I would also like to add a question. How about if there are system maintenance on the PhilGEPS website, system failures, or internet connection issues on the procuring agency (poor connection during the start of posting date).

For example, the BAC Resolution to procure using SVP/Shopping was approved say Wednesday, April 15, 2015, a RFQ was prepared the same day and forwarded to BAC Sec for posting and unfortunately problems as stated above occurred. but posting to the website and a conspicuous place in the agency premises was made the same day. While posting on PhilGEPS was made on the 17th ending/closing on the 24th (Friday).

Can we proceed to the awarding on the 23rd since posting on the agency website and agency premises was made and have fulfilled the requirement for the 7 days posting?

At the first instance that you encountered problem in the posting in the philgeps, your agency should have contacted the Philgeps for assistance. The PhilGEPS is tasked to accommodate the concerns of procuring entities in the use of the PhilGEPS website, and may easily be reached for assistance through landline and email.

The requirement of the 7 days is absolute.
