Marina chief liable for graft

Elena Bautista, Maritime Industry Authority (Marina) chief, is held liable for graft because of the “infomercials” on television, radio and print media that did not undergo the required public bidding. Agusan del Sur province Rep. Rodolfo “Ompong” Plaza said this in his privilege speech he delivered in the House of Representatives. He alleged the use of over P5.1 million of the agency’s funds to publicize the “tri-media safety campaign advertisements.” Further, Marina's involvement of going into contracts without public bidding to have printed copies of Seaman’s Identification and Record Book, was as also discussed by Plaza.
