50% largest single contract requirement adjusted to current price

Can anyone please help me with this concern?  Very Happy

23.4.2.4. The prospective bidder must have completed an SLCC that is similar
to the contract to be bid, and whose value, adjusted to current
prices using the PSA consumer price indices
, must be at least fifty
percent (50%) of the ABC to be bid: Provided, however, That
contractors under Small A and Small B categories without similar
experience on the contract to be bid may be allowed to bid if the
cost of such contract is not more than the Allowable Range of
Contract Cost (ARCC) of their registration based on the guidelines as
prescribed by the PCAB.

We have a completed project that need adjustment to current prices using PSA consumer price index but the procuring entity rejected our computation and said that it need certification from required authorities (They didn't refer to which authority).  Shocked  Shocked  

Can anyone refer on where to get certification for the price adjustment to be submitted as a bidding document?   confused  confused

I already went to the local PSA office in our region and all they would certify is their data like CPI for year 2018, etc., and not a updated computation for bidding documents.  Crying or Very sad

Inflation Rate (IR) = [(CPI present - CPI given year) / CPI given year] x 100

Using data from:

Areas outside NCR (AONCR)

Inflation Rate (IR) = [(6.2 - 2.4) / 2.4 ] x 100

Inflation Rate (IR) = 158.33%


Adjusted Contract Price (ACP) = Project Amount (1+IR)
Adjusted Contract Price (ACP) = P 20,000,000 (1 + 1.5833)
Adjusted Contract Price (ACP) = P 51,666,666.67


It follows the same calculated amount as posted in the forums:

Adjusted Contract Price (ACP) = (CPI Current Year / CPI Given Year) x (Project Cost)

Adjusted Contract Price (ACP) = (6.2 / 2.4) x P 20,000,000
Adjusted Contract Price (ACP) = P 51,666,666.67

Our problem is that the BAC is rejecting any kind of document we are submitting for this adjustment. Thus we were disqualified in the bidding.
