Draft IRR (Bid Security for Alternative Methods) Empty Draft IRR (Bid Security for Alternative Methods)

The draft IRR contains the following new provision:

"48.5. Bid and performance securities are to be required for the alternative methods of procurement. However, for Shopping under Section 52 (a), suppliers are exempted from posting performance security provided that the goods procured shall be delivered upon purchase."

Are we now requiring the submission of bid securities even for alternative methods of procurement which do not involve bidding, such as direct contracting, repeat order, shopping, and some of the forms of negotiated procurement?

Better question is the rationale of incorporating bid and performance securities for such small amounts (P50,000 and below) and such a short period (7-14 days).

Unless the proposed increase in criteria amounts (i.e 50k to become 250k, and 250k to be 1M) is raised, I would suggest to simplify the system by leaving alternative methods the way they are now. Very Happy

Performance Security is still necessary for Alternative Methods of procurement, unless performance/delivery is immediately done, but Bid Security when there is no bid at all, is, I think, oxymoron.
