Is BAC correct on this Small Value Procurement?

2016 Revised IRR Annex H(8b. ii) states that "Receipt of at least one quotation is sufficient to proceed with the evaluation thereof".

The actual case is like this. (small value procurement of P 990,000)
- According to BAC, 3 RFQs were sent to 3 suppliers aside from posting in the PhilGeps.
- However, only one RFQ was returned to the BAC, thus applying the above provision, they proceeded to evaluate
and awarded the procurement to the lone responsive supplier.
- Services have already been rendered by the supplier

My questions.
- Is BAC correct that they awarded the procurement to the lone bidder without securing the other two unreturned
RFQs?

just want to share. according to our lecturer in one of the seminar i attended regarding RA 9184, you have to see to it that you have a proof that you've sent rfq to 3 different suppliers.

Sec.53.9 of Revised IRR of 9184 and NPM 35-2014, states that Unlike in Shopping under section 52,1(b), it will suffice to request quotations from three (3) suppliers under SVP, but it is not required to actually wait and receive three (3) quotations in order to proceed with the evaluation.

A proof that you conducted the canvass to at least 3 bidders will suffice. BAC/TWG can proceed with the evaluation and award if all the submitted documents are in order.
