SVP: 3 RFQ Requirements already complied if you invite suppliers via PhilGEPs posting?

Whenever you post your advertisement in the PhilGEPS website, and when you choose Small Value Procurement, there will be an option to invite three possible suppliers of your choice. Once you click okay, the chosen suppliers apparently receives a message from Department of Budget and Managmeent (DBM) informing the suppliers that your agency has posted an advertisement, with the link to your ad specified.

Is the availment of this feature in the PhilGEPS website already a compliance with the requirement for SVP to send, at least, 3 RFQs?
