Hi,

My query is that can the BAC charge for other fees other than the bid docs fee? Can the agency, thru the BAC charge bidders with "data processing fee" to defray cost of their paper and ink supplies and partly pay their job-order encoders and for service fees incurred by the agency related to say, repairs of the BAC computers and maintenance repairs of their printers. The BAC contends that their local sanggunian has passed an ordinance and approved by the mayor allowing that said "service-related fees" can be charged so as to help augment the limited resources of their 5th class LGU. Is this valid per GPPB guideline? Is the LGU allowed to do that? Thanks for the advice.
