Mode of Procurement to be used

Good Day Everyone;

I would like to know what will be the mode of procurement to be used when there are no registered caterers in areas/municipalities/barangays where an activity is required to be held. Registered caterers in nearby municipalities are available however, they are not willing to extend such services to other municipalities.

The fact that there are no registered caterers (I assume you mean PhilGEPS registered) has nothing to do in the mode of procurement. The general rule is that all procurement shall be done through competitive bidding (Sec.10). You may resort to alternative methods like Small Value Procurement (Section 53.9) only in highly exceptional cases and in order to promote efficiency and economy.

We have experienced that also where all our suppliers were not a PhilGEPS registered. Since our activity was below 50k, we posted the invitation and award in our PE website for transparency. After that we advised our caterers/suppliers to register in PhilGEPS.
