Good day!

We prepared and submitted a program of work for the calibration of our RF, electronics and electrical test instruments.
The prospective bidders stated in our bid documents was restricted to Filipino bidders as well as those in Joint Venture.

However, there were already two failed bidding because no bidder participated.

Can we recommend to our BAC to open the bidding to foreign-owned calibration laboratories which have offices and laboratories here in the Philippines? What are the conditions when a foreign bidder may participate in public biddings?
