Two bidders submitted bids for a certain project. Upon checking the eligibility requirements of both bidders found to be ineligible. Bidder B, question the decision of the BAC considering him ineligible and verbally said will file Request For Reconsideration. Question 1. When will be the 3 calendar days should start to file a RFR ? Can the BAC declare failure of bidding immediately pending the RFR of bidder B ? Hoping for your enlightenment. Many thanks.
