requirements for labor cleaning and draining canals

Good Day!

Please help...

Would like to know what are the documentary requirements for hiring labor for a small project such as cleaning and draining of canals and maintenance of roads involving P10,000 to P20,000 labor cost.. It is the practice of the barangays to attach only the following:
- daily wage payroll
-project title with provision as to the number of labor, days of work and amount of per labor per day
-accomplishment report
-acceptance report

Are project design and  program of work still needed?... there were no organized labor groups, the barangay captain will only choose the labor and pay for the work.,, can you please site what particular provisions in RA 9184 are applicable to this type of transactions and the needed documentary requirements to make the transaction valid.. tnx
