Can a contractual / casual employee be a BAC Secratariat?

We have a contractual & casual employees designated as BAC Secretariat by the Head of our Procuring Entity due to lack of manpower in our agency. Regular employees are having multi-tasking functions already, that is why the Head of the Procuring Entity designated them. Is it allowed in the RA 9184? Are they entitled to receive honoraria?

The Head of the BAC Secretariat should be a permanent employee, but the members, due to "lack of manpower" could be contractuals. One of the intent of the GPRA is the professionalization of the BAC, TWG, BAC Sec, and Procurement Units, and one way to achieve it is to designate permanent (plantilla) positions which would compose those procurement organizations.

I think Joy's query (in receiving honoraria) is not allowed as far as casuals and contractual employees are concerned. They (casuals and contractual employees) may be assigned as members of the Secretariat but at fixed rate, which is their compensation. For casuals, i think overtime may be allowed - but not honoraria. Very Happy

thanks engrjhez for your explanation on this matter, our BAC secretariat (contractual and casual) actually are not receiving any overtime pay, its just their compensation that they're receiving. They were the ones who were overworked here and yet they are not receiving anything, even overtime pay. Sad It just sad to know that its really happening. Rolling Eyes

That is why there is a provision for "professionalization" especially for the BAC Secretariat. Sa totoo lang, walang uupo lalo na sa BAC Sec. maliban sa mga conditions na ito:

1. "That's an order! Obey first before you complain!" - HOPE
2. Bugbugan talaga sa paperworks at administrative support (which eats more than 50% of regular working hours)!

Dapat maging separate department na ang BAC Secretariat - not just a unit under GSO/GSD. Tapos pag competent at trustworthy ang members, minimum SG-10 agad (Dapat SG-15 pa nga minimum) sa plantilla position. Biruin mo kung halimbawa Clerk I (Admin Aide III), SG-4 lang yun. Tapos gugulpihin sa paperworks. Plakda ka na pag-uwi, di pa worth and effort. Very Happy
