Procedure of hiring individual consultants where the work is primarily confidential or policy determining and also trust and confidence are the primary consideration

I just clarification on the procedural guidelines on hiring individual consultants per 53.7 of IIR to do
work that is primarily confidential or policy determining, where trust and confidence are the primary consideration for the hiring , My question are:

1) Is posting of Request for expression of interest in the philgeps, agency website and 3 conspicuous places required?
2) bids securities and performance bonds are required ?
2) In the renewal of contract at the end of six months term, do we still repeat the similar process : the posting, preparation of bac resolution etc. ?

1. For alternative mode of procurement, in you case HIGHLY TECHNICAL CONSULTANT UNDER SECTION 53.7, advertisement and posting requirement may be dispensed with under section 54.2 of the irr.
2. bid security may be dispensed with under section 54.4 of the irr. performance bond is still required under section 54.5 of the irr.
3. it is sufficient for the end-user unit to submit the renewal of contract of the individual consultant to the head of the procuring entity for approval.

how do we based the 5% performance bond if the consultant is receiving the fees monthly for six months? How about the issuance of notice of award ?

monthly fee X 6 months x 5% = performance security

issuance of notice of award is just as simple when you issue notice of award for good/infra/consulting services. there is no unique way to issue the NOA for highly technical consultant.
