Discrepancy in the bid quotation

good day!

we conducted a public bidding for infrastructure and this one contractor had a discrepancy in their quotation:


Bid Form: 2,000,000.00
Detailed Estimates: 2,000,000.00
Bill of Quantities (total cost as read):2,000,345.00
Bill of Quantities (total cost as calculated): 2,000,225.00

considering that the contractor is the lone bidder, which quotation should we have to use in the awarding?

IRR states that:

32.2.3. In case of discrepancies between: (a) bid prices in figures and in words, the latter shall prevail; (b) total price per item and unit price for the item as extended or multiplied by the quantity of that item, the latter shall prevail; (c) stated total price and the actual sum of prices of component items, the latter shall prevail; (d) unit cost in the detailed estimate and unit cost in the bill of quantities, the latter shall prevail.

The Bill of Quantities (total cost as read) of 2,000,345.00 is without bearing. Between Detailed Estimates of 2,000,000.00 and Bill of Quantities (total cost as calculated) of 2,000,225.00, the latter shall prevail which is PHP2,000,225

However, based on Section 34.4 of the IRR, the lower amount between the bid price and the calculated bid price shall prevail, thus the award should be at Arrow P2,000,000.00

Very Happy hi. may I be clarified, what is your ABC? Because bid in excess of the ABC shall be declared automatically as "Failed Bid".
