event coordinator

can we possibly request for hiring an event coordinator for the whole-year round events of our agency?

our procurement section is always on an 'emergency needs' during any approaching affair which we find very regular in schedule but the purchases to be made are always emergency in nature just to beat the time.

If an affair is a regular activity of the procuring entity, and the services of an event coordinator is necessary (which would fall under general support services; hence considered under procurement of GOODS), it should be included as part of the approved Annual Procurement Plan. So that you are not always on the "emergency mode", it is really well-advised that these activities should already be included in the APP, particularly if you know well, in advance, when these activities will be held.

Remember also that procurement of services, could not fall under Shopping.

Agree.

Sevices to be rendered by Event Coordinator, as well as goods (if there are any) should be clearly specified in the bidding documents and technical specifications. The only complication I see on this is when part of the services the Event Coordinator should be providing are commercial talents (like artistas) which has their own talent fees. While the ABC sets the limit, is public bidding not appropriate on this case? The argument is that talents cannot be bidded out on equal grounds.

It is engr.ruel who brought this topic last March on PROCUREMENT OF TALENT SERVICES.

That seems a bit confusing to me. If the procurement section have the activity based on emergency needs, how come you find it "very regular in schedule"? If we are talking of, say events like festivities (on LGUs), the dates practicaly never change. Can you point out a particular example? Very Happy
