Procurement of Infrastructures

Good day everyone!

I'd like to ask if anybody here has experience in the procurement of a turnkey laboratory or any infrastructure? we have plans in putting up a laboratory extension within three months and i would really appreciate any tips/suggestions on how to go about this.

the best way to achieve this is by strictly complying with the provisions of IRR of RA9184. The Philippine Bidding Documents will guide you on how to deal with drafting your terms of reference, the invitation to bid, the condition of the contracts and the technical specification. In all stages, as required by RA9184, make sure you follow the law. Just in case you come up with ambiguous provisions, visit the GPPB NPM and air some issues through this forum. Is there a provision on how to go about this? will a turnkey infra project be undertaken through public bidding? or can we resort to alternative methods.

Can you explain what do you mean by a turn key infra? What are you planning to procure?

we plan to expand our laboratory facility on an adjacent location our procurement will include materials, fabrication, labor, furniture, fixtures and design as one lot.

It has to be undertaken through competitive public bidding, unless it would fall under any of the conditions for the alternative methods of procurement. If the project would be procured by one lot (turn key), although it consists of infrastructure project with components of goods and services, and maybe consulting services, therefore it is considered as a mixed procurement, it would be up to your procuring entity on whether you will consider the whole lot as procurement of infrastructure, or procurement of goods, or procurement of consulting services. Your basis for deciding on which one to adopt would be on the primary purpose of the project. Once you decide on which one, then you adopt the procedure and the requirements for that particular procurement as provided for under RA 9184 and its IRR.

Turn-key - pertaining to, or resulting from an arrangement under which a private contractor designs and constructs a project, building, etc., for sale when completely ready for occupancy or operation: turn-key housing, turnkey contract. What they would like to have is to turn the key enter and the laboratory, with all the amenities ready and all the laboratory equipment installed for their use. To list the concerns: 1. design for the lab, 2. construction of the same 3. installation of the lab equipment including training and configuration. So, I suggest that the parties involved in the project should decide among themselves before translating it into a purchase request for approval by the HOPE, to consider that the type of procurement, whether goods/infrastructure or consultancy services, requires different sets of documents,procedure and timeline.
