Hi to all members of the forum. This is my first query. The Philippine Bidding Documents, Generic Procurement Manuals and the IRR of R.A. 9184 mentioned only Certificate of Final Acceptance and Certificate of Completion which are required documents to be issued by the Procuring Entity once the infrastructure project is 100% accomplished. Though all references mention about progress billings, all did not specifically cited any documents for the Procuring Entity to be issued while the project is in progress. Please advise what are the documents needed for this. Cool

Good morning. Check your COA reference materials particularly on documentary requirements in processing for payment of progress billings. Every progress billings, the contractor shall submit STATEMENT OF WORK ACCOMPLISH (SWA). On this basis (SWA), the procuring entity (PE) shall conduct inspection, say 54% completed, and issue the necessary CERTIFICATE OF INSPECTION (COI). Likewise, the PE will issue CERTIFICATE OF ACCEPTANCE (COACCEP) accepting that portion completed. For every progress billing, the SWA, COI and COACCEP will be the usual documents. Once the project is 100% completed, the contractor shall now submit the final SWA and the PE will conduct its inspection and subsequently issues CERTIFICATE OF FINAL INSPECTION and likewise issues CERTIFICATE OF COMPLETION. One year after completion, the PE issue CERTIFICATE OF FINAL ACCEPTANCE.
