"Shopping" and "Small Value Procurement"

What's the main difference between using "Shopping" and "Small Value Procurement" as a Mode of Procurement?
I have read this,
"53.9. Small Value Procurement. Where the procurement does not fall under Shopping in Section 52 of this IRR and the amount involved does not exceed the thresholds prescribed in Annex “H” of this IRR.(a)"
Please site some examples. thanks!

And if drawing up a list of at least three (3) suppliers, etc. is used in Small value procurement. How about for Shopping?

"53.9.1. The procuring entity shall draw up a list of at least three (3) suppliers, contractors, or consultants of known qualifications which will be invited to submit proposals, in the case of goods and infrastructure projects, or curriculum vitae, in the case of consulting services.(a)"

Below are the differences:

Shopping 52.1a
-----Scope - readily available off-the shelf goods or ordinary regular office supplies.
-----In case of - unforseen contingency requiring immediate purchase
-----Threshold - not to exceed as per Annex H 1.
-----# of RFQ - 1 supplier only

Shopping 52.1b
-----Scope - readily available off the shelf goods or ordinary regular office supplies.
-----In case of - ordinary or regular office supplies and equipment not available in the procurement service - DBM
-----Threshold - not to exceed as per Annex H 2.
-----# of RFQ - at least 3 suppliers

Small Value Procurement 53.9
-----Scope - goods, infrastructure projects and consulting services
-----In case of - not falling after shopping of section 52.1
-----Threshold - not to exceed as per Annex H 2.
-----# of RFQ - at least 3 suppliers

thanks. that's really very helpful. but are you sure about the scope under small value procurement?

does "goods" mean supplies, equipment, etc that does not fall under shopping? i'm sorry, i'm somehow confused, can you give examples for such goods? your reply is really much appreciated.

sure po ako sir sa small value procurement covering goods, infrastructure and consulting

goods refers to "common-use supplies" meaning goods, materials, equipment which are included in the Electronic Catalogue of the PhilGEPS as per Section 5.g. Likewise, it also include "ordinary or regular office supplies as per Section 52.2 procured directly from suppliers with known qualification (Section 52.1).

Below is the provision of Section 52.2

52.2. The phrase “ordinary or regular office supplies” shall be understood to include those supplies, commodities, or materials which, depending on the procuring entity’s mandate and nature of operations, are necessary in the transaction of its official businesses, and consumed in the day-to-day operations of said procuring entity. However, office supplies shall not include services such as repair and maintenance of equipment and furniture, as well as trucking, hauling, janitorial, security, and related or analogous services.

a brief example: let's say the procuring entity is DSWD. We know for a fact what is the mandate of DSWD. If they want to procure, bond papers, office tables and chair, computer and cabinets, then this are considered within the mandate of DSWD to conduct their day-to-day admin operation. If they are buying guns/pistols for their employees for protection of DSWD employees working in the city, then this should not be considered common-use supplies of DSWD. However, it's still dependent on the procuring agency to identify whether such supplies, materials and equipment and consider such as ordinary/regular office supplies and materials/equipment.
