detailed estimate versus bill of quantity

Hi. I just want to be enlightened about the detailed estimate and bill of quantities. If the bidder doesn't have bill of quantities but have a detailed estimate, would his bid still be considered responsive? Can detailed estimate be a substitute for a bill of quantity? Thanks.

Very Happy Very Happy scratch Mel, the Bill of Quantities is one of the mandatory forms to be provided by your entity to the bidders which should be included in your bidding documents. There is a chance that your HOPE may declare a failure of bidding if the requirements is not being followed. Very Happy
