Community Participation

Post by jomai on Tue Sep 13, 2011 2:35 pm

Our LGU is to implement the program on Supplemental feeding. The required goods to be procured are perishable (pork, fish, vegetables, etc.), the abc is more than 200 thousand for a 30-day feeding. If we are to conduct public bidding, can we include a weakly scheme in the delivery of goods? Or if we will divide the request on a weakly basis, and adopt small value procurement, if the amount per week is less than 50thou..If in the event no bidder will be interested, can we adopt community participation? Do we need to have it approve by the GPPB first? Please help.

Negotiated Procurement by Community Participation would have to be recommended first by the BAC as a method of procurement and then approved by the HOPE.

After that, per Sec. 53.12 of the IRR, the procuring entity shall propose the procedures, specifications, and contract packaging. Those are what needs the approval by the GPPB, before you could proceed with the Negotiated Procurement.
