It is legal to employ job-orders employees for security purposes? Our budget for the procurement of security services is too huge that the management is contemplating to hire job-order employees to serve the purpose.

There are limitations to the hiring of job orders. A job order is only for a short period and security services is a continuous requirement for most government agencies. It is always well, in almost every aspect, that security services is procured through service contracting rather than hiring job orders. Despite a huge budget, I don't think management would like to burden itself with managing all these job orders rather than leaving security matters to the experts, which are the security services. Besides, will the job orders possess all the required trainings that security guards should possess? Will management then purchase the guns, night sticks, uniforms needed by these job orders in the performance of the function of providing security? There are so many aspects that need to be considered that management would do well to source out rather than engage in itself.

I would have to agree with RDV. Competency in hiring security services will be cumbersome and be prone to irregularities if not procured by contract. Aside from management issues, I think hiring of services thru procurement is still the most advantageous term for the government (in general). Smile
