I just want to ask something...and it's a question

Negotiated Contracts in reference to Negotiated Procurement was originally derived from the conditions of "imminent danger to life and property", "emergency cases arising from natural or man-made disasters", "restoration of vital public infrastructure" and "after two-failure of public biddings". Lately, several other conditions as now enumerated under Sec.53 of the Revised IRR of RA.9184. Ultimately, as to any other modes of procurement, the price and terms most advantageous to the government is the fundamental before entering into contract (negotiated or not). Smile
